More options for recurring events
Allow recurring events to reoccur on a "custom" basis
first Monday of the month
last day of the month

This helps to create your day plan, no need to manually copy the work
Closest weekday on/before 15th or each month, repeating
Please have a look at TickTick (Android app) they have all the options.
Also, currently when I chose weekly for reoccuring tasks it sets them to reoccur a day early and sets the reoccuring schedule on the day I set it for as well as the day before. This glitch is a pain because I constantly need to reset dates for reoccuring tasks

Why is it so hard to include an actual customized recurring event? I’d love the ability to choose specific days of the week. (ie. Every Mon, Tue, Fri)
Adding more options in the "custom recurring events" would be very helpful.
Also, recurring event based on the last time it was completed, rather than the last time it was due.
For example, I need to clean the dust out of my PC every 3 months. I just cleaned it and set up a recurring reminder to remind me every 3 months - so I'll get a reminder at month 3, then month 6, then month 9, etc.
But if I delay and don't clean it until month 5, I don't want a reminder at month 6 - I want a reminder 3 months later at month 8.
How could this even be hard to do? It's been 3.5 years...

I am trying to migrate from Apple Reminders and Remember The Milk, both of which all recurrences like "last Tuesday of the month" or "1st, 3rd, 5th Friday", but Todo does not, so as much as I like it, this probably won't work for me.

Just an FYI on two of your options, as I use them:
- Every Weekday is already implemented.
- If you set the due date to say 31st March, and recurring Monthly, it will always select the end of the month (whether it's 31st, 30th or 28th Feb).
I also have a custom recurring event set up to repeat every 2 months on the 1st of the month (for my GST returns).
So, you can do some of what you've asked already.

Yes I cannot believe this is something we have to ask for. It's been an Outlook feature for as long as I can remember.
When a task has a reminder with date and time and I want to move it to another date, same time, it's not giving me that option. I have to pick a time using the clock. It should give me the option of, for instance, tomorrow, same time, or next week, same day, same time. Wunderlist was a much better app than this one, so far. As it is, I am using both simultaneously, and copying each event over to the other one. It's really difficult when I generally have about 70 events per day.

Plus custom. I have to order medications every 28 days.

Only reason I haven't switched over yet is because I need this.

Creating a Zap is the only workaround for this. Ex. I have a local community meeting on the 2nd Tues of each month. I create the reoccurring event in Gcal. Then used Zapier to sync the Wunderlist.. so you will have to do the same with ToDo. At least with zapier.. you can zap it to a specific list. So far I created 3 zaps for 3 different ToDo list.

Why hasn't this happened yet?
Repeat "Business Days" -> "Mon - Fri"

It's incredibly hard to find a task management app that implements recurrence well. Outlook is the only place I've seen full featured options, for both calendar-based recurrence and completion-date based recurrence. It would be great to see the same level of detail applied to To Do.

100% this needs to be implemented to be usable as a primary ToDo app for most people.
I would use this app more if this feature was included.
